| Who decides whats in it? Everybody who lives within the City limits has the opportunity to participate and decide goals. The process must be open to anyone willing to contribute. A team of professionals and managers facilitates the process, compile the input, and draft a plan that is derived from the visions of the participants. The plan will pass through many filters, the City Council. Ultimately, the plan should go to the voters. It is critical, therefore, that everyone involved at all stages of the process be committed to work toward broad agreement, then work to communicate the plan to the voters. The whole objective is to reflect, as accurately as possible, the fullest possible set of principles and goals that can survive broad public scrutiny and become Hous-tons vision of the future. |
